I have a problem getting my toes under the shift lever and up changing gears.

My other bikes used to have a length adjustment mechanism on the shift rod (with a double nut to secure)

I can't see anything here.

Does any one know if it is possible to adjust the lever up?

Yes you can lengthen or shorten the shift rod, that'll raise or lower the shifter
